The World Wide Web: How CERN Turned the Internet into a Universal Information Space
Tim Berners-Lee's Web joined universal identifiers, hypertext, a simple transfer protocol and portable document markup into an open information system that could spread across the Internet.
The Web was created to solve an information-sharing problem
CERN was a large international research organization filled with different computers, document systems and institutional boundaries. Tim Berners-Lee proposed a distributed hypertext system in March 1989 to make information easier to connect and retrieve across that environment.[1][2]
The proposal was not a plan to invent the Internet; CERN already had network connectivity. The Web was an application architecture designed to run on top of networks.
The Web combined several simple ideas into one system
By the end of 1990, Berners-Lee had defined the basic concepts of URLs, HTTP and HTML and had written the first browser/editor and Web server on a NeXT computer at CERN.[3]
None of those pieces alone was the Web. Their combination created a universal way to identify resources, request them and represent linked documents.
Identifiers made links independent of one database
A link could point to a resource through a global identifier instead of a private database record. This allowed independently operated servers to participate in one information space.
HTTP made following a link a network operation
The browser could connect to a server, request a resource and display the returned representation. The protocol was deliberately simple enough to support fast hypertext navigation.
HTML gave documents a portable linked structure
W3C’s history notes that Berners-Lee wrote the first HTML and that its hypertext-link capability became the Web’s primary publishing format.[4]
HTML described document structure with text markup rather than requiring every reader to run one proprietary authoring program.
The first browser was also an editor
The WorldWideWeb NeXT application was designed as a hypermedia browser/editor, not merely a passive viewer.[5] Berners-Lee’s original vision included reading and authoring inside the same information space.
Later popular browsers emphasized reading much more strongly, while Web authoring moved into separate tools.
The first server ran on Berners-Lee’s NeXT computer
CERN identifies info.cern.ch as the address of the world’s first Web server and website.[1]
The line-mode browser expanded access beyond NeXT machines
Nicola Pellow’s line-mode browser could run on a much wider range of computers, helping the Web escape the specialized workstation environment in which the first browser was written.[2]
The Web spread because different systems could participate
A Web client did not have to understand the internal storage or operating system of a remote server. It needed identifiers, protocol behavior and data formats that both sides could interpret.
That loose coupling matched the Internet’s decentralized structure.
CERN’s licensing decision removed a major adoption barrier
On April 30, 1993, CERN made the Web software available on a royalty-free basis; CERN’s current history describes this as placing the technology in the public domain and later under an open license.[1]
Organizations could implement Web software without negotiating a licensing relationship with CERN.
The Web grew through standards rather than one vendor’s product line
Berners-Lee founded the World Wide Web Consortium in 1994 to coordinate interoperable Web technology as browsers and commercial investment expanded.[4]
The standards process became necessary because the Web’s value depended on independently produced browsers, servers and documents continuing to work together.
Why the Web was different from the Internet beneath it
The Internet provides packet transport and interconnection among networks. The Web supplies an information architecture layered above that infrastructure.
CERN’s historical record is explicit that the Web was invented in 1989 to meet information-sharing needs.[1] Its breakthrough was turning a global network into a navigable space of universally addressable linked resources.
